the fifth grade; however, after reading this article one may assume that there is a similar problem. I think state test are excellent ways to compare students but only in a district or citywide area. Comparing students in California to those in New Jersey are not fair comparisons. The environment is completely different, the curriculum is different, and teachers are even certified under different criteria. Education needs standardized tests, but standardized tests need more work.
